NEW concept for cheap hot water

A joint task force established by COAG, (Coalition Of Average Guesswork) has devised a low tech, low cost hot water solution (shown below).

It could be rolled out under the National Partnership Agreement on Remote Indigenous Housing program but the cost of the system, after on costs etc have been added, looks too high.
